The Federal Aviation Administration has selected the Multistate Collaborative eIPP, led by PennDOT and supported by Pivotal, to participate in the eVTOL Integration Pilot Program.

Pivotal’s support of the initiative as an Original Equipment Manufacturer will see the company contributing light electric vertical takeoff and landing aircraft. Operating as a core member of the newly formed MSCE National Integration Complex, the company intends to help bring the benefits of advanced air mobility to the American heartland, targeting rural communities and underserved cities that lack traditional development funding.

The MSCE National Integration Complex represents an extensive public-private coalition. The complex currently includes 18 states: Pennsylvania, Virginia, Oklahoma, Maryland, Oregon, Massachusetts, California, North Carolina, Alaska, Illinois, Washington, Maine, New Mexico, New Jersey, Delaware, West Virginia, Wyoming, and Tennessee. This framework also unites three equipment manufacturers (BETA, Electra, and Pivotal) and four operators, including UPMC STAT Medevac, Nulton Aviation Tri State Charter, United Therapeutics, and Republic Airways. Furthermore, the network integrates six universities—incorporating three federal unmanned aircraft system test sites and multiple BEYOND programs—alongside seven infrastructure stakeholders and more than 30 partner organizations representing 68 sites with the potential to reach over 50 million Americans.

To deliver lasting benefits to the public, the coalition has established two primary operational goals. The first objective focuses on demonstrating, evaluating, and developing regional services that successfully translate across state lines. The second objective centers on identifying markets with unmet demand, allowing the program to transition advanced air mobility services into revenue-bearing commercial operations as soon as type certificates are issued.

By centering efforts on economically and commercially viable regional services integrated into State System Plans with private capital, the collaborative aims to revitalize domestic air services. The overarching objective remains ensuring broad access to these emerging aerospace technologies, creating development opportunities for all communities rather than focusing territory efforts solely on large or wealthy metropolitan areas.
